Penelitian ini menyuguhkan tentang proses transformasi dan bertujuan untuk melihat bagaimana layanan perizinan di Kabupaten Kampar berubah ketika inovasi digital LAPAK OCU membantu pemerintah daerah menjadi lebih kuat dan membuat layanan lebih mudah diakses bagi masyarakat. Penelitian adalah kualitatif dan menggunakan observasi, wawancara, dan studi dokumentasi sebagai metode pengumpulan data. Studi menunjukkan bahwa layanan perizinan masih tradisional, lambat, dan tidak transparan sebelum penerapan LAPAK OCU. Setelah penerapan sistem digital, terjadi banyak perubahan, termasuk peningkatan efektivitas layanan, kemudahan akses, dan transparansi proses perizinan. Selain itu, berkat inovasi ini, kelembagaan pemerintah daerah lebih kuat, terutama dalam hal sumber daya manusia dan sistem kerja yang lebih terintegrasi. Hasilnya menunjukkan bahwa digitalisasi layanan publik dapat menjadi alat yang efektif untuk meningkatkan pelayanan dan meningkatkan kepuasan masyarakat. Dengan demikian, LAPAK OCU dapat berfungsi sebagai model inovasi yang relevan yang dapat diterapkan dalam pengembangan layanan publik berbasis digital di daerah lain.
