Transformasi Administrasi Publik Digital Berorientasi Nilai Publik: Integrasi Kapasitas Administratif, Collaborative Governance, Inklusi Digital, Dan Kepercayaan Warga

Artikel ini mengembangkan kerangka integratif transformasi administrasi publik digital yang berorientasi pada nilai publik melalui sintesis literatur peer-reviewed mengenai transformasi pemerintahan digital, kapasitas administratif, collaborative governance, co-creation, inklusi digital, administrative burden, transparansi, tata kelola kecerdasan artifisial, dan kepercayaan warga. Kajian menggunakan structured integrative literature review terhadap artikel jurnal yang memiliki DOI terverifikasi dan terbit pada 2008–2023, dengan prioritas literatur 2019–2023 dari jurnal administrasi publik, manajemen publik, dan digital government bereputasi. Hasil sintesis menunjukkan bahwa digitalisasi baru menciptakan nilai publik ketika teknologi dilekatkan pada lima mekanisme yang saling memperkuat, yaitu kapasitas administratif dan kematangan digital; collaborative governance dan co-creation warga; desain layanan inklusif serta pengurangan beban administratif; transparansi, akuntabilitas, dan meaningful human oversight; serta kepercayaan warga sebagai mekanisme relasional yang menghubungkan pengalaman layanan dengan penggunaan berkelanjutan dan legitimasi. Kajian juga menunjukkan bahwa peningkatan efisiensi dapat berjalan bersamaan dengan eksklusi, opasitas, atau defisit legitimasi ketika transformasi hanya dipahami sebagai migrasi kanal atau otomatisasi. Artikel menawarkan kerangka Public Value Digital Administration yang menempatkan kepemimpinan, interoperabilitas, tata kelola data, perlindungan privasi, mekanisme pengaduan dan koreksi, serta pembelajaran organisasi sebagai prasyarat lintas tahap. Kerangka tersebut dirumuskan ke dalam tujuh proposisi penelitian dan roadmap implementasi bagi organisasi publik untuk bergerak dari digitalisasi berpusat teknologi menuju transformasi yang berpusat warga, adil, dan akuntabel.
